Dallas Federal Reserve President Robert Kaplan said on Thursday he sees no need to expand the central bank’s asset purchases to bolster the economic recovery and instead signaled support for winding stimulus down when the coronavirus crisis eases.

“I’d be skeptical about the benefits of doing more,” Kaplan told Bloomberg Radio. Long-term interest rates are already low, and trying to push them down further by adding to the $120 billion in bonds the Fed is already purchasing each month would do little to help the real economy.

Kaplan added “the bond-buying needs to curtail, the Fed balance sheet growth needs to curtail,” when the crisis starts to lapse.

“I don’t think it’s healthy for the markets to be addicted, or too reliant, on Fed presence … it engenders fragilities.”

A Dallas company led by auto finance veteran Samuel Ellis is offering to buy out a California firm that specializes in subprime auto loans for $135 million.

Auto Experience Inc., which Ellis formed in 2018, said it made the all-cash bid in a letter to the board of directors of Consumer Portfolio Services Inc. after trading markets closed Wednesday. Its offer amounts to $6.18 a share — an 84% premium over where the Nasdaq-listed company’s stock ended Wednesday.

The suitor gave CPS until Oct. 30 to respond.

Based in Irvine, Calif., CPS works with auto dealers to buy and service consumer loans, funding its purchases primarily through securitization markets. About 75% of its business is financing used car sales, and its customers often have limited credit histories or past credit problems.

El Fenix Mexican Restaurant on Lemmon Avenue in Dallas, near Inwood Road, has closed. It opened on Sept. 1, 1960, just over 60 years ago.

“We would like to thank our guests for over 60 years at our Lemmon location,” says Mike Karns, founder and CEO of El Fenix’s parent company, Local Favorite Restaurants. “Given current conditions, unfortunately we have made the difficult decision to not renew our lease.”

The company operates 14 El Fenix restaurants in Dallas-Fort Worth.

Beyond four stores in Dallas proper, the company sells its famous enchiladas at restaurants in Plano, Fort Worth, Arlington and more. A California-based nutritional and health products firm is moving ahead with plans for a major plant and warehouse southwest of Dallas.

Sunrider International and its Earth Root Holdings LLC firm have been working for months on a new operation in Midlothian in Ellis County.

The Torrance-based consumer products firm bought an 87-acre development site this week off U.S. Highway 67 in the Midlothian Business Park.

“The company closed yesterday, and the incentives were approved by the city on the eighth of September,” Kyle Kinateder, who heads Midlothian Economic Development Corp, said in an email.

The land for the development was acquired from the economic development corporation.

Sunrider International plans to employ several hundred people in its new Midlothian plant, which is targeted to open in 2022.

Texas is one step closer to having a high-speed rail line connecting the state’s two largest metropolitan areas after the railroad company behind the project received two key approvals from federal officials.

Texas Central Railroad, which is planning on operating bullet trains between Houston and Dallas, announced Monday that the Federal Railroad Administration has approved establishing a regulatory framework for safety requirements and also has issued a Record of Decision, which ends the environmental analysis of the route.

“This is the moment we have been working towards,” Carlos Aguilar, CEO of Texas Central Railroad, said in a statement.

A total of 34 galleries slated to participate in this year’s Dallas Art Fair have pledged not to take part in future editions unless they are issued refunds for the now-canceled 2020 show.

The modern and contemporary art fair had to cancel its upcoming fall event due to coronavirus concerns and was highly criticized for its decision not to reimburse exhibitor booth fees. Instead, galleries were offered 50% booth credits for the upcoming 2021 and 2022 fairs. But that was not seen as sufficient by many participants, some of whom had already paid thousands of dollars in fees in full by the time the 2020 edition was called off, and a group of galleries has banded together to fight back.
